Sounds like an extension of phosphate cement and phosphate bonding used
in the refractories industry.
I've seen or used similar chemistry for enhancing phosphate bonded cores
and refractories.

The technology transfer office should be willing to provide help for a
particular application.
When I checked into ORNL's gel casting technology, they asked me to come
to ORNL for several days. I was able to work with the principle
inventor while they performed a series of trials with our ceramic
composition.
Can't ask for better service than that!
Argonne might do the same.
